On March 14, 2010, we in North America turn our clocks ahead one hour for Daylight Saving.

  • In Argentina, since the clocks do not change there (at least this year, they don’t).
  • That’s how things stay, through May and all of austral autumn and winter.

  • Earlier in 2009 things were slightly more complicated.

We visited in February. In our northern winter, there is of course no Daylight Saving Time in North America. February is summer in Argentina, and in summer 2008-09 Daylight Time was in effect in eastern Argentina, but not in the south and west. So, in February 2009, when it was 7 a.m.

  • Eastern Standard Time (5 a.m.
  • Mountain Standard Time), it was 9 a.m.
  • In Mendoza, Puerto Madryn and Ushuaia (no Daylight Saving in the south and west), and 10 a.m.
  • In Buenos Aires (Argentine Summer Time, that is, Daylight Time).
  • Buenos Aires was three hours ahead of the US east coast in February 2009.
  • Most of the US turned the clocks ahead on the second Sunday of March, 2009.

From 7 a.m. Eastern Standard Time, it became 8 a.m. EDT. A week later, on the third Sunday of March, Daylight Time ended in those parts of Argentina observing it, that is, the east. That third Sunday of March, 10 a.m. in Buenos Aires became 9 a.m. Just one hour ahead of Eastern Daylight Time.

Mendoza and the south had not turned their clocks ahead the third Sunday of October 2009 as Buenos Aires had, so Mendoza and Ushuaia had no need to change their clocks at all in March. Now it was 9 a.m. in all parts of Argentina. The federal government has since decreed that Standard Time only will be the official state of affairs throughout the rest of 2009 and 2010.

Daylight Saving is a controversial issue in Argentina. Although the official time zone for the whole country is three hours behind Greenwich Mean Time, that is, two hours ahead of Eastern Standard Time, in fact most of Argentina lies geographically in the longitude of the Atlantic Time zone, GMT – 4 hours, as in Puerto Rico and Nova Scotia, where I am.

  • In other words, the country is already, in effect, on Daylight Time the year round.
  • Indeed, some centers in Argentina would observe Eastern Time if they were situated in the United States.
  • El Calafate, in the south, lies in the same longitude as Rhode Island and could make the case for being in the Eastern Time zone.

When in Argentine spring 2008 the Argentina federal government announced Daylight Saving Time for last year, the west and south complained loudly. As a compromise, the official decree was “suspended” in the south and west. Buenos Aires and the east turned the clocks ahead an hour, to match those in neighboring Uruguay and Brazil.

Each of the time zones would be defined by a meridian, or a north-south line running from the North Pole all the way to the South Pole. All of the times were set according to Greenwich Mean Time (using the prime meridian that runs through Greenwich, England), which later became known as Coordinated Universal Time (UTC).

So for example, Eastern Standard Time became UTC -5 hours. Eastern European Time became UTC +2 hours. So why are some cities 30 or 45 minutes off? That has largely to do with the politics in each of those places. For example, in New Delhi, India, they found themselves halfway between two meridians, and therefore decided to be 30 minutes between each, as opposed to adopting one time or the other.
