  • Our legislative program is set every year by our members at the Representative Assembly, the primary legislative and policymaking body of NEA.
  • Our members propose, amend, and ultimately adopt every bullet point, setting our legislative priorities for the year.
  • The program represents the goals, perspectives, and on-the-ground experiences of NEA members.

Our goals for federal legislation are grouped into four main areas :

High-Quality Public Education — Legislative issues designed to address the many factors that impact the quality of public education directly in the classroom or school

Supporting Student Success — Legislative issues intended to create the best possible conditions for all children in support of both their development and education

A Voice in the Workplace — Legislative issues linked directly to some of the most basic employee issues faced by all education employees

Good Public Policy — Legislative issues related to ongoing concerns of national importance to both NEA members and the rest of the nation.

The NEA Board Strategic Committee on Legislation is responsible for reviewing the NEA Legislative Program, including gathering feedback from NEA members, and providing recommended modifications to the Program annually to the NEA Board of Directors. Members are appointed by the NEA President and may serve a total of two three-year terms.

  1. The Board Strategic Committee on Legislation includes classroom teachers, education support professionals, retired and student educators, and higher education faculty.
  2. The Program guides NEA in lobbying the United States Congress, presenting the views of the membership to federal agencies, and working with like-minded national organizations to achieve the Association’s pro-public education legislative goals.

The NEA Legislative Program represents the collective decisions of the Association’s three million members nationwide. The NEA Standing Committee on Legislation seeks and receives input from a broad spectrum of the membership throughout the year and through the virtual hearing.
