MUMBAI: A deemed university in Bhubaneswar has pipped India’s top-ranked university of 2022, the Institute of Science, in its NAAC (National Assessment and Accreditation Council) score. The university, ranked outside the top 15, has scored 3.88, the highest ever awarded in the country, compared to IISc’s 3.67.

In fact, seven institutes, all private, have a NAAC score higher than the best-ranked Indian university. A Bengaluru engineering college recently got a NAAC score of 3.83. It is placed in the 175-200 band in the NIRF (National Institute Ranking Framework) rankings. The grade inflation is being questioned by academicians.

NAAC, too, has set up a committee to understand what pumped up so many scores. For instance, a deemed university in Coimbatore recently jumped five grades in five years; between two NAAC cycles, the college, earlier awarded grade B, saw its rating touch the highest level of A++.

The country has never had as many institutes being awarded the top grade, shows data from the accrediting agency. Bhushan Patwardhan, chairman of the NAAC’s executive committee, said an audit is underway. “We understand there are some discrepancies and the current system needs to be reviewed and improved upon,” said Patwardhan.

UGC chairman Jagdeesh Kumar concurred. “As part of the National Education Policy, under one of the verticals, we are looking at how we can bring about synergy among the NAAC, NIRF and the NBA (National Board of Accreditation). Under that, we will look at all kinds of complaints and anomalies too,” he told TOI.About a month ago, the NAAC had withheld the grading of M S University, Vadodara, after receiving an anonymous tip-off alleging that the university authorities had tried to influence the peer review team with gold, cash and other favours.

However, the NAAC subsequently released the improved grading, terming the allegations “false”, as per its findings. According to the NEP, the National Accreditation Council will bring about overall unity among the accreditation and ranking agencies. A white paper authored by Patwardhan said instead of graded accreditation of higher education institutes, their binary accreditation and graded accreditation of academic programs/constituent units will be the replacement.

The focus of assessment and accreditation will be based on learning outcomes and not on inputs provided by colleges or universities.

    What is the lowest NAAC grade?

    MUMBAI: The National Assessment and Accreditation Council (NAAC) has decided to open up its secret ledger of maximum scores it awards colleges. It will, for the very first time, declare the highest marks, called as benchmarks in NAAC terminology, that it has set aside for each of the parameters it grades colleges on.

    Colleges are asked several questions on the basis of faculty, facilities, academic and administrative processes, like the number of PhD faculty, students enrolled, number of computers, number of books in the library. For each question asked, there is a top score that was a well-kept secret for years.

    NAAC will now reveal that score, thus allowing institutes to push the pedal and aim for higher numbers. In all, as per NAAC’s soon-to-be made disclosure, it marks colleges based on 4,000 points, which is then scaled down to 4 or less depending on the total marks and then the CGPA (cumulative grade point average) and the final grade ranging from A++ to C (being the lowest) is declared.

An insider explained it simply when he said, “If people know that wearing a red jacket will give them high scores, everyone will wear a red jacket on that day.” Similarly, among the many questions asked, if one parameter is on the number of functional MoUs and the institute states it is 28, it will be given a particular score.

    Now, once NAAC declares its highest score as 50, for instance, every institute will aspire to achieve that number. Currently, the NAAC has about a dozen manuals, one each for affiliated colleges, autonomous colleges, health university, yoga university, one for open and distance learning.

    Each manual has parameters that are asked to respective institutes that apply to the NAAC. These manuals also undergo constant upgradation; for instance, the affiliated colleges manual was recently truncated and fewer parameters now make up the manual. “What essentially happens is that when an institute is awarded an A+ or an A++, consultants study the submission details under every parameter and try to guesstimate the benchmark, and work accordingly with future ‘clients’ or educational institutes that hire them.

    This has in turn weakened the assessment process and given rise to the culture of hiring consultants to prepare institutes’ documentation or data validation and verification,” explained a senior retired vice chancellor. “It is a positive move by the NAAC to open up their Pandora’s box.”
