General Membership Meetings – General membership meetings have two main purposes: to inform membership and encourage involvement. PA/PTAs must hold at least 9 monthly general membership meetings per school year. These meetings, which are open to all PA/PTA members, are where plans for PA/PTA activities are discussed and approved, elections are held, budgets are voted on, and issues of concern to parents can be raised.

Do meetings need to be held in-person? General membership and executive board meetings must be held in a manner that will maximize attendance and promote participation of its members. Meetings may be held in-person, virtually, or in a hybrid format, meaning they can be held in-person with a virtual component.

Hybrid meetings must be physically convened in the school building (find resource link below for guidance on conducting hybrid meetings). If an appropriate location that is accessible to people with disabilities exists within the school, in-person and hybrid meetings must be held in that location.

Election meetings, however, must be either in-person or virtual; hybrid meetings are not permitted for elections. How many members must be present at these meetings? The quorum* for a general membership meeting depends on your bylaws, but must consist of at least 8 members of the PA/PTA, including a minimum of 2 executive board members and 6 parent members.

PA/PTA bylaws may provide that members participating from remote locations be counted toward quorum and are allowed to vote. Quorum for hybrid format meetings requires at least one executive board member be in attendance on school premises. In the absence of a quorum, the PTA cannot authorize expenditures of funds or vote on any business, but may have general discussions.

Under exceptional circumstances, the PA/PTA may seek a waiver from FACE of the minimum quorum requirement. How does the executive board notify parents of the meetings? Adequate notice of meetings is important to afford all members a meaningful opportunity to attend, and the regulations requires at least 10 days’ notice.

The PA/PTA executive board is responsible for ensuring that meeting notifications are sent in a manner designed to reach all parents, and multiple means of communication may be necessary. As noted above, the principal or parent coordinator is required to distribute meeting notices with enough time to for the executive board to comply with notice deadlines.

The DOE website contains a meeting notice template on its PA/PTA Resources page which includes text in several different languages. What should happen at these meetings and how should they be run? According to CR A-660, specific information must be conveyed to the membership at these meetings — including plans for fundraising activities and all planned expenditures (both of which must be approved by the membership).

The board should also present a written treasurer’s report. For this reason, preparing an agenda is crucial. The executive board should decide what information it needs to convey – as well as what it needs to obtain from the general membership, such as a vote on the proposed budget or an amendment to the bylaws – and create an agenda that will dictate the flow of the meeting.

  1. Some PA/PTAs find it helpful to include the agenda on the meeting notice to inform parents ahead of time of what topics will be discussed.

The principal and parent coordinator are not allowed to chair any PA/PTA meeting. The proceedings of every general membership meeting must be recorded in minutes **, and a draft of the minutes must be distributed at the next meeting for review and approval by the membership.

Minutes serve as important records of your PA/PTA’s discussions and decisions. Your PA/PTA’s bylaws may specify permissible recording procedures. The Chancellor’s regulation also dictates that unless your bylaws state otherwise, meetings must be conducted in accordance with Robert’s Rules of Order – Newly Revised.

How many PTAs can a PT supervise in New York?

Alert 4: Supervision of Physical Therapist Assistant – A physical therapist assistant (PTA) is authorized under Education Law to provide patient/client-related activities, as directed by a licensed and currently registered physical therapist (PT). A PTA is prohibited by section 6738(a) of Education Law from performing evaluation, testing, interpretation, planning or modification of patient/client programs.

  1. A PT conducts the initial evaluation and develops the plan of care, and the treatment may be provided by the PTA.
  2. Generally, supervision of a PTA by a licensed PT must be on-site supervision, but not necessarily direct personal supervision.
  3. On-site supervision of a PTA means that the supervising PT is physically present in the same facility and is readily available to the PTA, unless otherwise provided in Education Law.

For exceptions to the on-site supervision requirement, see Practice Alert 5, A licensed PT must not supervise more than four PTAs. This limitation does not apply to hospitals, as long as the PTAs receive adequate supervision by PTs in the best interest of public health and safety.

  • The limitation is also different in certain settings for which special provisions are established for the supervision of PTAs by PTs (see Practice Alert 5 ).
  • A PTA under the onsite supervision of a PT may provide treatment to children in early intervention programs.
  • A physician or other licensed health professional may not provide the supervision required by law of a PTA.

When the supervising PT is not present, due to vacation, illness or other commitments, the PTA may provide care only under the supervision of another PT. A PT may not delegate to the PTA any activities which are outside the legal scope of practice of the PTA or beyond the competency of the specific PTA.

Failure to follow these requirements could result in charges of professional misconduct against the supervising physical therapist and the physical therapist assistant. Physical therapy treatments are based on an initial evaluation and plan of care determined by a PT. The initial evaluation by the PT should be specific in terms of its description of the patient/client’s level of functioning; it should also be specific in outlining long- and short-term goals.

PTAs may perform limited measurement procedures, such as range of motion and strength, in order to conduct the treatments assigned to the PTA and may document the results in patient/client charts. PTAs are educated and trained to determine gross functional aspects of range of motion and strength in order to conduct the treatments assigned to them and may perform services within these parameters.

  1. Any modification or recommendations regarding a patient/client’s treatment must be done by the PT.
  2. PTAs may write progress notes if the notes are limited to a summary of overall treatment and not an evaluation or assessment of the patient/client’s progress or a description of the degree to which the patient/client met the treatment goals.
